Training Works Governors

Maureen has held the position of a Further Education inspector, for thirteen and a half years and is a lead inspector for the Independent Schools Inspectorate (ISI) since 2012 onwards. She provides consultancy support across all FE and Skills provision, including Academy Trusts, HEI organisations, universities, and NHS Trust partnerships and within a very wide range of sector areas sectors. She works nationally with a range of GFE, independent and specialist colleges, prime and partner contracting organisations across the above sectors and including private and residential schools and colleges for ISI at governance, board, strategic, leadership, management and operational levels.

She is a nationally recognised specialist apprenticeship adviser, with extensive experience in apprenticeship inspections and in working with the government, Ofqual, DfE/ETF and the ESFA sector funding and compliance requirements for provision, which includes adult learning, Bootcamps, T levels and also full cost commercial provision. 

Maureen is currently a facilitator and programme design consultant for the DfE/ETF funded Apprenticeship Workforce Development Programme on behalf of the AoC.

Dave has over 30 years experience in the Further Education Sector.

LAWTEC (Lancashire Area West Training and Enterprise Council – Member of the Senior Management Team – Responsible for the Contract Management performance and  funding of Work Based Training Providers for post 16 Vocational Education and Training. Head of Operations – Responsible for the Delivery of all work based training and development for both 16 -19 and adults in the LAWTEC Area. To include all Provider contract management and performance. The funding,development and establishment of  Business Links to provide Business and Enterprise support. Non Executive Board Member of West Lancs Business Link. Non Executive Board member of Engineering Partnership In Lancashire. Established a team to promote and deliver Investors In People initiative to include the establishment of a Investors in People Assessment Panel for the Lancashire area.

Learning And Skills Council – Member of the Senior Management Team -Responsible for Planning and funding post 16 Work Based Education and training including Contract and performance management of Work based Learning Providers Further Dducation Colleges and 6th Form Colleges. 

Partnership Director – Responsible for the funding, planning and performance of post 16 vocational  training within a Local Authority Area. Member of the Local Strategic Partnership a multi agency board to support Business and Economic development . Member of the Lancashire College Principals Group.

Skills Funding Agency – Member of the Senior Managemnt Team – Responsible for Qualifications and Skills Development in the Lancashire area. Contract management of all Post 16 Providers Work based and Further education.

 Caroline is the Managing Director of Clifton Homecare Limited, a CQC rated Outstanding Domiciliary Care company based in Lytham St Annes, Lancashire. Caroline is also a Non-Executive Director of The Outstanding Society, a CIC company which shares and promotes best practice in the Social care sector and a Paramedic, still practising in the North West. Caroline is passionate about the learning and development of her team of care professionals and is proud of the great work the team do on a daily basis. Caroline has worked in the social care sector since the age of 13 years old and having been a Paramedic for nearly 20 years, has a good understanding of pre-hospital and emergency/ urgent care challenges. Caroline spends a lot of time supporting the future of the social care sector; by engaging with college students, Apprentices and local education providers. 

 Heather Smith worked in Further Education for 33 years, starting with teaching an evening class to becoming Principal of the Sheffield College at the point of her retirement. Since then Heather has been involved in consultancy work with the FE and Skills sector, specialising in governance, leadership and the quality of provision. She has also been appointed to the role of a Non-Executive Director with an NHS Trust.  The approach to governance in the NHS trust provides a deep insight into good governance practice that can be deployed in the FE and Skills sector. In addition, Heather is the Chair of a food sustainability charity where she helped to set up governance and oversight processes as it grew to be a larger organisation.
